Training Package News

CPSISC (BCG03, BCP03, BCF00)
The three Training Packages administered by CPSISC are currently under review. They are BCG03 - General Construction, BCP03 - Plumbing and Services and BCF00 - Offsite Construction. An Integrated Framework approach covering the three Training Packages has been agreed by a Review Steering Group to reduce overlap and improve useability. The review aims to ensure the new Framework meets requirements for national Training Package quality and enable the building and construction industry to better achieve a skilled workforce.
All units have been updated with agreed content changes, re-formatted to meet the NTIS database requirements and had changes made to meet recommendations from independent employability skills and equity audits. They have also been re-coded to reflect the CPSISC Integrated Framework titling and version control.
More information and updated units can be downloaded from the Construction Training Package Review page on the CPSISC website.
Concern has been expressed about the CPSISC consultation process. In October 2007, representatives of peak state and territory advisory bodies responsible for the provision of advice on industry training to government met at Tullamarine Airport. The point of the meeting was to share opinions about the way that CPSISC has managed the consultation process. SA CITB could not attend, and instead participated through a telephone hookup. A draft statement of outcomes from that meeting, with SA commentary, can be found here.
SkillsDMC (BCC03, RII06)
The Civil Construction Training Package is at present a hybrid comprising existing Certificate II and III qualifications from the BCC03 Package and Certificate I, IV and higher qualifications from RII06.
SkillsDMC has a project underway to rationalise and consolidate all of the Training Packages under its coverage. This is one of the key initiatives of the Department of Education, Science and Training (DEST), as a result of the High Level Review of Training Packages. The aim is a Resources and Infrastructure Training Package that covers all of the 5 sectors under SkillsDMC coverage - Civil Construction, Coal mining, Drilling, Metalliferous mining and Construction Materials (Extractive Industries). In addition, the Training Package will cover qualifications from AQF Certificate I to Advanced Diploma level.
The project commenced in July 2006 and is expected to be completed by Dec 2008.
A national Project Steering Committee, covering all 5 sectors, has been established and the inaugural meeting was held in Adelaide on the 15th of November. Reporting to the Steering Committee will be the sector specific Training Package Working Parties, representing each industry group.
General information about the rationalisation process can be found Here. Draft consolidated units of competency can be found here.
